I would like to know the outside dimensions of the mounting plate.

I checked with Erickson and the mounting bracket of the Erickson Rope Ring Tie-Down Anchor # EM59113 that you referenced measures 3 inches by 1-1/2 inches. That includes both sides of the bracket on either side of the ring.
