The flashing "Er." on your Draw-Tite Activator IV Trailer Brake Controller # 5504 unfortunately indicates an internal fault on the unit and it will need to be replaced. The Activator does come with a limited lifetime warranty from the manufacturer so it may be worth it to reach out to them to see if anything can be done.
Otherwise you can choose to go with an upgrade for your replacement such as with the excellent Tekonsha Primus IQ # TK90160 that offers proportional braking (the harder you brake the more power it sends back to the trailer), continuous diagnostics to alert you to any potential issues, 3 boost levels to fine tune your brake aggressiveness, and a nice easy-to-read digital display.
