The Demco Classic base plate kit part # DM9517109 that you referenced is a confirmed fit for your 2000 Ford Excursion. That said, since you have a Blue Ox tow bar already it will be easier if you use the Blue Ox base plate kit that fits your vehicle part # BX2163.
To use a Blue Ox tow bar with the Demco base plate kit will require the adapter part # DM9523034 instead.
