I checked with Yakima and to mount the Mako saddles and HullyRollers on the factory crossbars of your 2017 Toyota Highlander two sets of the universal MightyMounts # Y03590 are required.
The picture I attached shows your setup of Mako saddles and HullyRollers in use with the MightyMounts.
