Yes, the Thule Pulse Large Rooftop Cargo Box part # TH615 will work perfectly on your 2018 Toyota RAV4. If you do not already have a set of crossbars I recommend the Thule AeroBlade Edge Roof Rack part # TH7502B-TH7502B. These crossbars are adjustable so you should be able to position the cargo box up far enough to clear your rear hatch as well.

In regards to weather, the Thule Pulse Large is not categorized as waterproof nor are any of our cargo boxes but it will keep your items inside dry, it couldn't be submerged under water or anything like that though but it will be fine on your roof.
