Will this hold the Yakima 4 bike hitch mount and do the wheels roll easily on gravel?

The Hollywood Racks Rack Valet Rolling Storage Cart for Hitch-Mounted Bike Racks # HRRV-1 would work great with a Yakima 4-bike rack but the wheels of this are too small to be able to roll on gravel. The ground will need to be a hard flat surface.
