On the Curt hitch part # 13581 that you referenced the two loops you mentioned are for safety chains from a trailer. Safety chains are designed to prevent the trailer from becoming totally disconnected in the event of a coupler failure. If somehow the coupler failed, and the trailer became disconnected the safety chains would hold the trailer to the hitch and prevent it from running away.
