If you recently purchased a new replacement key for your Thule lock then the issues you're having aren't terribly uncommon. With a brand new key it might just take wiggling the key around inside the lock core a bit to get it to turn. You might also want to try and apply a spray lubricant like WD40 inside the lock core and let it sit for a bit before trying the key again in case there's some debris or corrosion inside the locking mechanism that's preventing it from engaging. You may need to repeat this process a few times.
