How do you position the flag clips on the pole to attach the flags?

The Telescoping Flagpole w Car-Foot Base, Mount, Bag, and American Flag - Fiberglass - 16' Tall # CAM51606 has clips that are positionsed to allow you to fly 2 flags or to fly one flag at half-mast.
The top of the bottom flag connects at the same point as the bottom of the top flag. This kit also includes a storage bag for easy transport.
