I need to run a tap to clean the hole on the drivers side , what size tap should I use?

The size bolts that come with the Draw Tite hitch part # 24867 are M12 X 1.25 X 35mm CL8.8 and M10 X 1.25 X 30mm CL8.8. Looks like the passenger side bolts are the M12 size and the driver side is M10.
Since most likely you are dealing with corroded or dirty weld nuts check out the links I attached to this page which cover dealing with this.
