I am assuming this will work for a Hobie Outback 2019? Does it have to be mounted upside down on gunwales? Or can it rest on the hull on saddles or hullyrollers? Thanks.

The Lockrack Adjustable Watersport Carrier # 339-LRUNISETX is design to carry a watercraft with the gunwales down. If you choose to load it on the hull or an additional carrier then that is your choice. I really don't think you'd be able to get another carrier to fit like you are thinking though.
We don't have a fit guide for which watercraft fit with this carrier but I can give you some dimensions that you can use to determine if your 2019 Hobie Outback is compatible or not.
This has a 175 weight capacity and max dimensions of 47-1/2" long x 12-1/2" tall x 5-7/8" deep and minimum dimensions of 28" long x 12-1/2" tall x 5-7/8" deep. Please note that if your Hobie Outback is a bit longer you may need to use the Tie-Downs # TH855XT to secure the bow/stern. Using the QuickLash T-Style Hood Loops # MPG308 would also be helpful to make things easier.
