The Curt # C19748 is designed to attach to a steel front bumper but doesn't have a specific fitguide. I looked up pictures of your 1998 Nissan Frontier and found that the upper portion of the bumper is steel so that would be where you'd most likely be able to attach it.
A much better option though would be a base plate kit that attaches directly to the frame of the truck like the Roadmaster kit part # 327-1.
