Can you give a recommendation to fit these brackets to a pioneer platform rack? What bolts and hardware will I need? Thanks,

There isn't a recommended way to install the Buyers Products Conduit Carrier Kit # 337CC600 on a Pioneer Platform cargo tray like the part # RR42108BF. It basically would require you to drill holes for the U-bolts to fit through on the platform and then attach it through them. Most likely you'd drill through the cross beams that run from left to right.
