What Type of Propane Tank Cover Should be Used with Stromberg Carlson Trailer Tray CC-255

Is it best to remove the hard LP cover and replace it with a soft cover when using this tongue carrier? It doesnt look like you would be able to remove the hard cover to refill the tanks.

It would probably be much easier to fill tanks with the Stromberg Carlson Trailer Tray Cargo Carrier # CC-255 if you had a soft cover on the tanks instead of a hard cover.
