Do these mount to the pinch-weld or the frame?56-140652 2018 JL Unlimited

The Westin HDX Nerf Bars with Drop Steps - 4" Wide - Black Powder Coated Stainless Steel # 56-140652 will mount to the pinch weld as well as threaded hole behind pinch weld. I've attached a photo of the instructions to assist.
