The 2-5/16" Gooseneck Coupler Head # 291300 that you referenced is a gooseneck hitch coupler. It could be used with a tripod stabilizer if you had one but it's main function is for connecting a gooseneck trailer to a gooseneck ball in the bed of a truck.
