For your 2018 Chevrolet Express 3500 Van with RV cutaway chassis I recommend the Buyers Products 2-inch Hitch Receiver # 3371801102 for its very high 12K tow rating and 1200-lb tongue weight capacity. The hitch includes mounting hardware and instructions and it also includes a 5/8-inch hitch pin and clip. I do recommend replacing this basic pin with a locking type such as anti-rattle lock # 63232 or standard pin lock # e98880.

For a 4-pole wiring harness kit custom-made for your van I recommend the Tekonsha part # 118392. This installs easily by plugging in at the van's tail light assemblies. No cutting or splicing of wires is needed. Just plug in the custom connectors and attach a single ground wire. The linked video will show you the process. I recommend this over the Hopkins part # 31345 you referenced because we have found Tekonsha wiring products to be very reliable. Both fit the van.
