Can a inside the rail tonneau cover be used along with the Westin HLR on a 2017 Ram 2500 w/o rambox?

There is a quality headache rack that will work with a tonneau cover that fits inside the bed rails on your 2017 Ram 2500, but the Westin HLR Headache Rack # 57-81025 would likely interfere with any tonneau. The reason for that is it installs with a portion overhanging into the bed, as I have pointed out in the accompanying photo.
Instead, I recommend the Aries AdvantEdge Headache Rack, which comes in Black # AA1110101 or Chrome # AA1110201 and installs in the stake pockets of your 2017 Ram 2500. I have added a photo of this headache rack for you which shows it installed with a tonneau cover.
For a tonneau cover a great option is the TruXedo Sentry Hard Tonneau Cover # TX1546901 for a 6-1/2 foot bed or # TX1548901 for an 8 foot bed. The Sentry easily installs with the use of clamps and has a lower profile than most other tonneaus because the side rails install at a slight angle.
