can these 7 1/2 inch brackets be used on the rain gutters of my rv to mount a solar panel on.

The Inno Feet for Square Crossbars # INSD referenced in your question are designed to attach to factory rain gutters like what it sounds like you have on your RV. Installing these feet along with a pair of square crossbars like the 71 inch # IN434 should work well to mount your solar panel on the roof.
I do also recommend adding a cargo basket like the Inno Shaper 100 # IN569 to the crossbars to provide a flat and stable mounting surface for the solar panel.
