The CIPA Magna Custom Extendable Towing Mirrors - Electric 70000 that fit your 1998 Chevy Suburban do not have a 4 inch jumper harness only the 4-pin connector. Can you take another look to make sure your Suburban has an 8-pin connector or if there is another connector with 4 pins? The reason I ask is each of the power mirrors available for your vehicle have just the 4-pin connector which would not fit a larger 8-pin connector.
If you do have the 8-pin connector your best option would be to simply use the CIPA Custom Towing Mirrors - Slip On # CM10200 and keep all of the functionality of your OEM mirrors, using the slip-ons only while towing.
I have added links to a couple video reviews of the slip-on mirrors for you to take a look at.
