Looking for a hitch that can be mounted to 2018 Jayco. Bottom is sealed and trying to put a 4 bike carrier on. I ordered the 13703 recommended and it doesn’t fit.

I did some research and it looks like your 2018 Jay Flight SLX 7 174BH has a 4" wide x 4" tall rear bumper. If this is the case then I recommend using the Curt RV Bumper 2" Trailer Hitch Receiver part # E-100 which will not require any alterations to your undercarriage.
The Adjustable Width Trailer Hitch Receiver part # 13703 is one of the most universal hitches we offer for trailers so if you were not able to make this work for you then the Curt RV Bumper 2" Trailer Hitch Receiver will be your only option to carry a bike rack.
Please keep in mind that all bike racks used on the back of a camper must be rated for this use due to the excessive movement. If you do not already have one I recommend taking a look at the Yakima LongHaul 4 Bike Rack part # Y02476.
