Underhood Connections Needed to Install Brake Controller in 1999 Chevy Silverado 2500HD

Question:

I have a 99 silverado 2500hd with a factory installed 7 prong trailer plug. I just installed I trailer brake controller but am not getting power to the controller. I stud 2 30 amp fuse is not blown, where should I look next?

There is also a couple wiring connections that need to be made under the hood of your truck to fully activate a brake controller # 5504. It's all outlined in the help article I attached but I also attached a picture that covers the step I believe you need to complete.
