I have a Surco 45x60 Roof Basket on a 2000 Jeep Cherokee. Would this make sense to use to cover cargo in the basket? I have a spare tire mounted on top as well.

Assuming you are carrying cargo which will extend above your Surco Roof Basket # SPS4560, I recommend the Spidy Gear Bed Webb Stretchable Cargo Net # 80112-01.
As the name states, this net measures 60" x 48" when not stretched with the capacity to stretch up to 66" x 84" so it should be a great fit to secure the cargo on your Surco.
