Question:

Was told at Dodge that whole bumper would need to be replaced to add a hitch ? Is this true?

That is definitely not true for an aftermarket hitch to be added to your 2018 Jeep Renegade. I recommend using the Draw-Tite Max-Frame Trailer Hitch Receiver # 76021 to get a 2 inch hitch receiver opening compatible with more accessories and ball mounts. I've attached a video of this installation for you to check out so you can see the ease of install and that the bumper doesn't even get adjusted at all. It will take an estimated 40 minutes for this install according to the attached instructions.

For trailer wiring, I recommend the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56274. I've attached a video of this install and have also attached an article to assist with routing the power cable to your battery.

Finally, I recommend the B&W Tow & Stow 2-Ball Mount # BWTS10035B for an adjustable hitch that comes with two hitch balls to tow multiple trailers level. It also has a really nice clean look when stowed away and keeps you from hitting your shins when loading and unloading cargo. I recommend using a hitch lock like # e98882 to secure your investment.
