Is Replacement Cam Lock Cylinder Measured at Threads or Overall Length?

Question:

Which is the right way to measure these cam locks? Your Experts provide two different answers, one say measure the full length, the other says measure the threads.

To clear this matter up I took a walk to the warehouse to measure the Replacement Cam Lock Cylinder for RVs - 1-1/8" Long # 295-000004 and found that the measurement is taken from the threaded portion of the cylinder.

Cylinder # 295-000004 measures 1-1/8" at the threaded portion and has a total length of 1-3/8".
