Question:
I have base rails with a max spacing, side to side, of 20.5 inches. Front to back 22 inches. All center to center. Will the E16 drop in? If I could buy just the hitch head and not the legs I would prefer that choice. Did the pictures come though and do they help? The RAM with Cummins is rated for 12,500 tow but our fifth is under 10,000 ready to go.

The Curt E16 5th Wheel Trailer Hitch - Slide Bar Jaw - 16,000 lbs # C16115 fits the industry standard rails you mentioned with a foot print of 22 inches by 20.624 inches on center. I've attached the measurements of the industry standard rails like you appear to have to show the fit and the E16 will work.
If you just want the hitch head, the Replacement Head Unit for Curt E16 Fifth Wheel Trailer Hitch # C16515 is available.
