A relay harness is recommended for use with the Vision X 9004 Halogen Headlight Bulbs # VX-H9004 due to their high wattage: 80 watts for the low beams and 100 watts for high beams.

There are lights that are a fit for your 1996 Chevy Caprice that do not require a harness and simply plug right in; I recommend checking out the Vision X 9004 Halogen Headlight Bulbs # VX-L9004 which have a low beam wattage of 55 and high beam wattage of 65. These lights have the same 900 lumen brightness as the # VX-H9004.
