Will the pad locks stay secure even if we dont put the locks on? Or will they fly open and equipment during the drive?

Expert Reply:
The padlocks included with the Pack'Em Rack for Open Utility Trailers # PK-6-OP1 lock automatically when the latch is pushed into the lock body. If they are not locked on then it would be possible for them to bounce off which could allow equipment to come off of the rack as well. If you don't want to use the locks then I recommend getting a couple sets of carabiners, # CAM51346.
