I do know the Toyota 4Runner is known as the Toyota Hilux Surf in Japan.

I do list one hitch for a 1994 Toyota 4Runner. It is the Curt Class III 2 Inch Hitch, part # C13094. It has a 5,000-lb gross towing weight capacity and a tongue weight capacity of 500 lbs. I cannot verify that it will fit your Toyota Hilux Surf, but I am including a link to the installation instructions that might help you decide if it will fit.

If the hitch fits some other parts you will need to complete your towing setup:
