I do have an option for you but the Powerbuilt Adjustable Tire Step part # ALL647596 only fits tires up to 13" wide like you mentioned. Since your tires are 13.5" wide, it will not work for you as there will be too much surface area for the arm on the step to properly grip the tire and provide adequate support. Instead, I recommend part # HE4040 which uses an adjustable strap to secure around the tire and will allow for a much wider range of fitment like your 13.5" wide tire. It also offers a 400 lb support capacity whereas the Powerbuilt step only offers a 300 lb support capacity. Unfortunately, we do not have an all metal tire step that will fit your 13.5" wide tire at this time therefore this will be one of the only options we can offer you.
