Can the Thule 4 Bike Rack - 1-1/4inch Hitches - Tilting Item # TH9029XT works with a class one hitch?

The Thule Apex # TH9025XT fits a Class I hitch but even though it can hold 4 bikes you are still limited to 2 bikes. This is a limitation of Class I trailer hitches. In order to carry 4 bikes you would need a combination of a trailer hitch mount rack and a roof rack set up.
For a hitch mounted bike rack to offset some cost for a roof rack I recommend the 2 bike Apex # TH9024XT. It weighs just 33 pounds so it is easy to handle and won't put a lot of stress on the trailer hitch.
For a roof rack you can use a Yakima round bar system using the following parts:
Crossbars # Y00408
BaseLine towers # Y28TR
RoundBar SL adapter # Y03536
Front BaseClips # Y06123
Rear BaseClips # Y06169
Then you can add a couple of the Swagman Upright bike rack # S64720 to carry the other 2 bikes on the roof.
