What part is for a 1999 expedition 7 blade conector, plug and play.

For a 1999 Ford Expedition with factory-installed 7-way the replacement connector is part # A10-7072VP. For a combination 4-pole/7-way instead you could use # HM40975. Both connect with a round U.S. Car Connector like the one shown in the linked photo.
If the Expedition has no factory trailer wiring you can still have a 7-way. You will start with the plug-and-play 4-pole kit # 118344 which installs at your tail light connectors with no cutting or splicing. If you need only basic lighting signals from a 7-way you can just add part # 37185, which plugs in to the 4-pole.
But if you need a fully-functioning 7-way with the additional circuits for trailer brakes, reverse lights and 12V power then you'll still start with the same 4-pole kit but instead you will add our 7-way Installation Kit # ETBC7. This includes the socket part # 37185 but also has all the other parts needed to install a 7-way with all circuit functions, like 12V power, fully activated.
