The Blaylock Coupler Lock # BLTL-20 that you referenced is designed to fit the Bulldog Collar Lok style couplers like what you see in the picture I attached.
If you are looking for a more universal style lock the Fastway part # FA86-0015-318 is very universal and effective. It also works on Collar Lok couplers as well.
The second picture I attached shows this lock installed on a few of the more popular coupler designs.
