Are Levers Needed to Install Titan Tire Cables # TC2028

Question:
I just purchased a pair of Titan snow cables - Stock number 2028. Since I have not used chains in a long time, werent the cables suppose to come with tighteners or is the lever handle locking device sufficient

To install the Titan Tire Cables part # TC2028 you don't need any additional levers. If you check out the install video I attached below you'll see the entire install process. Basically you just hook the cables up around the tire and tighten it by hand as much as you can.
