You suggested to me to use the Thule Hulla Port carrier for my 2017 Toyota Tacoma double cab with a factory roof rack with swing out rails. But, would the Yakima Jaylow be a better option because of the low clearance between the roof and rails since it only just snaps on?

For your 2017 Toyota Tacoma double cab that has the factory roof rack the Thule HullaPort part # TH834 would be a great option that is a confirmed fit. This padded rack will protect the kayak and also can fold down when not in use so it's a great option in that regard as well.
