On a 1987 Chevy S-10 Pickup with a long bed and a factory step bumper, is the Curt #c13132 a direct fit onto the frame with no holes to drill? Are there any spare tire operation or location issues?

Curt hitch # C13132 is a confirmed fit for your 1987 Chevy S-10 with a factory step bumper and it will not require you to drill any holes; the hitch simply bolts on. There will be no issues as far as the spare tire is concerned, it will be able to stay mounted underneath the truck.
The recommended wiring to add a 4-flat connector to your '87 S-10 is # HM41115.
