My panel closest to the rear cam off can it be put back in place?

The rear panel (closest to the tailgate) is part # EX83475-62. This is a replacement panel and comes with instructions on how to remove the old panel and install the new panel.
This will work on your Extang Solid Fold 2.0 83475. If your panel came off and is not damaged you can reattach it as long as everything is in working order.
