Could Tray of Stromberg Carlson Cargo Carrier for A-Frame Trailers Be Installed Upside Down

Question:
Id like to mount a trailer tongue box on top of this frame but the box is slightly wider 34 than the tray. Is there any reason the top tray cannot be turned over so the side ridges wont limit the width? It looks doable viewing the pictures but Id like your opinion.

There's really nothing on the Stromberg Carlson Trailer Tray Cargo # CC-255 that would prevent it from having the tray on the top of it from being installed upside down.
