First, we have had reports that Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" Item # 76034 does fit the 2013 Ford Explorer Police Interceptor model.
When adding a 4-Way trailer connector, # HM40285, to the Explorer it does require a direct connection to the vehicle battery, so it does have a powered converter. But your Explorer might be factory prewired for a trailer connector. Check under the vehicle for the factory wiring as shown in the video I have linked for you.
If it is there you can use a circuit tester such as # PTW2992 or a meter if you have one to test the pins on the factory connectors while someone sits in the vehicle and operates the lights. If the factory harness has power, then you can plug in # 118272 for a 7-Way or # 118540 for a 4-Way.
