The Curt Trailer Hitch Receiver # C12057 referenced in your question is indeed closed off at the ends of the cross tube by the mounting plates. The crosstube does not feature open ends like what you are seeing on the Draw-Tite # 75712 that you also referenced.
If this is a concern for you, then the Curt # C12057 will be the better option. You may also consider going to a Class III with the Curt # C13081, which is also confirmed to fit your Jeep Patriot. A Class III hitch will not only provide an upgrade in terms of weight capacity, but it will also feature a larger 2 inch receiver opening. Having a 2 inch opening, as opposed to 1-1/4 inch on Class II hitches, will give you many more options to choose from with regards to accessories like bike racks and cargo carriers. The ends on this Curt hitch are also sealed by the mounting plates.
Just note that with either Curt hitch, you will need to use stabilizing straps like # 18050 with any non-trailer loads such as bike racks. I have attached an installation video that you can use for reference.
