Do you make this available to be comparable with a 3inch to 7inch rise or is it capable of being modified to allow for this lower range? Can it be used with the legs folded completely as if for storage portability?

The step you would want is the part # S-150. This step has a height range of 4 to 8 inches in height so it would be perfect for you.
