From what I can find online for inside bed dimensions, I believe the following will work for you...This is based on 24 inch Bed rail height.

I reached out to my contact at Extang and they said the Extang Trifecta 2.0 Soft Tonneau Cover - Folding - Vinyl # EX92455 sits about 1 inch above the rails and the lowest part of the frame is about 1/4 inch below with the exception of the clamps about 3 inches below.

With a B&W Companion that fits in a gooseneck # BWRVK3500-5W, the hitch height at most is 18-1/4 inches. However if you have the B&W Companion OEM 5th Wheel Hitch for Chevy/GMC Towing Prep Package - Dual Jaw - 20,000 lbs # (which seems to be what you are asking about) the hitch height is 18-3/4 inches.

I do recommend installing # C56000 for a second 7-way in the bed of your truck for easier connection. So this will fit under the tonneau cover without any issue.

We don't carry a 60 gallon fuel tank, but I do have a 44 gallon option that will fit with your application. It is the DeeZee Combo Auxiliary Tank - Brite-Tread # DZ92740X. This is 54 inches wide, 18 inches deep, and 17-3/4 inches tall, so it will fit under the tonneau as well.

Will that tonneau allow access to the fuel filler?

The Extang Trifecta 2.0 does not allow the access you mentioned without moving the cover. For easier access, I recommend you use the BAKFlip MX4 Hard Tonneau Cover # BAK48122. This will give you the folding cover that will get you to about 4-6 inches from the back of the front rail. The lowest point on this system is 3 inches where a prop rods attach. The majority of the cover sits about 1 inch below the top of your bed rails. The clamps are obviously the lower part. The # DZ92740X fuel tank filler cap is 2 inches from each edge and stands about 3-1/2 inches tall, so you will be looking at a height of 21-1/2 inches at that hightest point. So to use this system with the above cover, you would need to bring the tank a few inches back from the cab which will be easy to see when installing for ease of filling that tank. To connect your tank, you will want the Connector Kit for DeeZee Truck Bed Auxiliary Tank - Later Model Chevy/GMC, Dodge, and Ford # DZ97960. Based on all this info, everything should fit and work great.
