Does Third Mount Bracket of Valterra Adjustable RV Hose Carrier Actually Hold Tube

Question:

So I see there is a Separate bracket. I dont understand how that supports the bottom of the tube as it is only 1/2 of what looks to be required. If you extend this to the max length how does the third bracket work?

If you look at the third bracket you can see that it wraps around the tube far enough to actually hold it and not just let it fall.

The tube's overall weight is pretty low so it would not want to just fall out.
