Can Shovel Rack for Pack'Em Racks # PK-23 Fit Pack'Em Rack for Open Utility Trailers # PK-6-OP1

Question:

If I bought both of this product PK-6-OP1 and PK-23 would I be able to combine both together as one rack system ? It looks like all the hoes would line up. With the PK-23 spanning between the two upright pieces of the rack system will it still be able to have that 3foot on center that is needed for the weed eaters?
