Im looking for a *permanent* installed non- removable roof rack for a 2016 Tacoma Double Cab. The model offered by Toyota is very light weight- only 100 lbs. capacity. Do you install? Or would you recommend places that do install?

For your 2016 Toyota Tacoma Double Cab, I have a confirmed fit for you. I recommend the Rhino Rack roof rack for your application. This rack consists of the Aluminum Aero Crossbars # RRVA137B-2 that have the channels for mounting accessories as well as rubber strips to reduce wind noise. There are theft detering plasic locks included, but they can be upgraded to all metal locks # RRVA-LEC4 if you so choose. These bars are used with Rhino-Rack 2500 Series Legs for Vortex Aero Crossbars - Naked Roofs or Fixed Mounting Points - Qty 4, # RRRLKVA which have integrated locks. These legs are secured to your roof with the Custom Fit Kit # DK174 made specifically for your vehicle to protect your vehicle from scratches and fit the contours and curves of your roof and door jambs. This system is rated for 165 lbs.
There is not a permanent roof rack option, but you can leave it installed and locked on your vehicle because there is no need to remove it. I've attached a video of this system for you.
