Yes, the Swagman Replacement 1-1/4 and 2-inch Shank for Swagman XC Series Bike Carriers, part # P306, will work as a replacement part on an XC-series rack like # S64650. But if instead you have a Traveler XCS towing style rack my contact at Swagman indicated this shank cannot be retro-fitted to convert the towing rack to a shank-style rack.
