Is it absolutely necessary to run a higher octane fuel with the performance tune?

The Edge Evolution Performance Tuner # EP59YR for Ford V8s does have various tune levels you can choose from, some of them will require higher octane fuel. If you planned to run the high performance tune in your vehicle you will need to run premium fuel, or if the priority was running the cheapest fuel available you could always use the stock tune or the transmission only tune that doesn't have high octane requirements.
