Since there can be many connectors under a vehicle dash, I suggest you test the connector you've found to confirm it is indeed for a brake controller. A brake controller port will have four wires/contacts and one of these will carry 12V at all times, and another will carry a signal ONLY when you press the brake pedal. The other two pins should not carry any signal at all. You'll need a tester like # PTW2993 to test the pins. If this is indeed a brake controller connection port then you can use harness # 3050-P, as you noted. My contact at Tekonsha advised that the port is usually taped up near the steering column.
If you find that this connector ends up being for a different function, then you can install a superb controller like the proportional-type Prodigy P2 # 90885 using the # ETBC7 kit. The car will also need to have a 4-pole harness in place; if you do not already have 4-pole wiring you can use part # 118670.
Once you have a working 4-pole in place the # ETBC7 will provide all of the other parts needed for installing the controller.
Two help articles on controllers and the ETBC7 installation are linked for you along with an installation video.
