I need a spare tire mounted bike rack for a Rav4 1998 that will lock to the car to secure the rack as will the spare tire to the car. keyed lock. Thanks

On the linked page you can see three choices in a locking spare-tire-mount bike rack that will fit on your 1998 Toyota RAV4. We have both 2- and 3-bike options from Thule, SportRack and Yakima.
Both the Thule Spare Me 2 # TH963PRO and the Yakima SpareRide 2 # Y02599 feature folding arms that take up less space when you're not biking.
For features and value I recommend the Thule which is shown in the linked video on a RAV4. The rack is protected by a limited lifetime warranty and it is made in the USA.
