Where Does Katts Block Heater KH11419 Install on a 2000 Honda Accord V6

Wherein the engine block does this heater installed on the Honda 2000 v6 ex? Is it above by the oil filter?

I checked with Katt's and the part # KH11419 is a confirmed fit for your 2000 Honda Accord with a V6 and the heater installs in the FL location which is on the front of the right side of the motor as you face it.
You will need to remove the frost plug in that location and install the heater in it's place.
